Alatau City: Kazakhstan’s Ambitious Blueprint for a Digital & Economic Future

June 2026Incredible Kazakhstan6 min read

Kazakhstan’s vision for building a world class urban center took a significant step forward as President Kassym-Jomart Tokayev reviewed the progress of Alatau City, a mega development project designed to become a leading hub for innovation, investment, logistics, and digital transformation. During a high-level meeting held on June 2, the President reaffirmed the strategic importance of the project and emphasized the need to accelerate implementation while ensuring sustainable long-term growth. Positioned as one of Kazakhstan’s most ambitious urban initiatives, Alatau City is expected to play a transformative role in reshaping the country’s economic landscape. With plans extending through 2050, the city is envisioned as a model of modern urban development that combines advanced technology, efficient governance, and strong international investment appeal.

A Mega-City Designed for Long-Term Growth Covering approximately 88,000 hectares, Alatau City has been divided into four major development districts, each intended to serve specific economic and social functions. Authorities have already identified key growth zones and priority investment areas, while extensive work continues on infrastructure planning and institutional development. Government officials informed President Tokayev that a portfolio of 53 investment projects, valued at more than 2 trillion tenge (over US$4 billion), has already been assembled. These projects span manufacturing, logistics, healthcare, pharmaceuticals, and food processing sectors, creating a diversified economic base for the future city. Among the flagship investments are plans for PepsiCo’s large-scale potato processing facility, which is expected to become the biggest of its kind in Central Asia. Global company Mars Petcare is also establishing its first regional pet food production facility, while Kazakhstan’s pharmaceutical sector is set to benefit from projects led by Khan Tengri Biopharma. In addition, major logistics investments from companies such as Istcomtrans and G-Trans aim to strengthen regional supply chains and transport networks.

A Special Economic & Legal Framework

President Tokayev described Alatau as a “city of accelerated development,” highlighting the unique legal mechanisms being created to support rapid growth and attract international investors. According to the President, the city is benefiting from a special legal status backed by constitutional legislation. This framework includes tax incentives, simplified regulatory procedures, and business-friendly policies designed to create an attractive environment for both domestic and foreign companies. The government is also exploring legal innovations that would allow Alatau to become a center for emerging technologies and digital finance. Officials believe these measures will help position the city as a competitive destination within the broader Eurasian region.

However, Tokayev cautioned against relying solely on optimistic investment projections. While welcoming strong investor interest, he stressed that sustainable economic planning must remain at the core of the project. He noted that investment commitments and business activity should be viewed as future opportunities rather than guaranteed revenue streams. Without careful planning, infrastructure spending during the city’s early stages could exceed incoming revenues, creating financial pressures in the long term. To address these concerns, the President instructed authorities to complete Alatau’s comprehensive development strategy, master plan, and long-term implementation framework by the end of 2026.

Kazakhstan’s First Fully Digital City

One of the most groundbreaking aspects of the Alatau project is its ambition to become Kazakhstan’s first fully digital city. President Tokayev outlined a vision in which urban infrastructure, public administration, and economic activity are integrated through advanced technologies, artificial intelligence, big data analytics, and smart governance systems. Rather than introducing technology as an afterthought, digitalization is being incorporated into the city’s design from the beginning. This approach aims to create a more efficient urban environment where services are delivered faster, resources are managed intelligently, and citizens experience greater convenience in their daily lives. Smart transportation systems, digital public services, intelligent utilities management, and real time urban monitoring are expected to become foundational elements of the city’s operating model. The government believes that by embedding digital technologies into every layer of urban development, Alatau can serve as a testing ground for next-generation governance and smart-city solutions across Kazakhstan.

A New Hub for Digital Finance & Innovation

Beyond physical infrastructure, Alatau is also expected to emerge as a center for financial innovation and digital assets. President Tokayev emphasized the need to establish favorable legal and regulatory conditions that would support fintech companies, blockchain technologies, and digital asset development. According to his vision, Alatau should become a strategic platform for shaping Kazakhstan’s future financial architecture. Among the reforms under consideration are the legal recognition of crypto assets as property, broader use of the digital tenge, and the tokenization of real-world assets such as real estate and infrastructure projects. These measures could create new opportunities for investment, financing, and economic participation while strengthening Kazakhstan’s position within the rapidly evolving global digital economy. Tokayev also highlighted the importance of maintaining transparent regulations and internationally recognized standards to ensure investor confidence. He called for streamlined administrative procedures and one-stop services that simplify business operations and reduce bureaucratic barriers.

Strengthening Connections with the Almaty Metropolitan Area

The President stressed that Alatau’s development cannot be viewed in isolation. Instead, its future success depends heavily on integration with the broader Almaty metropolitan region, one of Kazakhstan’s most economically dynamic areas. According to government estimates, nearly 400,000 vehicles enter Almaty from surrounding districts every day, creating significant transportation challenges and highlighting the need for improved regional connectivity. To address this issue, Tokayev called for the accelerated development of modern public transportation infrastructure. Particular emphasis was placed on expanding Skytrain networks that could connect Alatau with surrounding urban areas and improve mobility throughout the region. The administrations of Almaty City and Almaty Region, together with the national investment holding Samruk-Kazyna, were instructed to prepare detailed proposals for transportation expansion and regional integration initiatives. Improved connectivity is expected not only to reduce traffic congestion but also to stimulate economic cooperation, labor mobility, and investment opportunities across the metropolitan area.

Building a Regional Logistics Powerhouse

Alatau’s geographical location provides another major advantage. Situated along the Big Almaty Ring Road and connected to future railway corridors leading toward Khorgos, the city is positioned to become a strategic logistics gateway between Central Asia and international markets. The planned development of the Almaty SkyHub multimodal logistics center further strengthens this vision. Together, these projects could create a large-scale transportation and logistics cluster capable of facilitating trade flows across Eurasia. By combining road, rail, and air transport infrastructure, Kazakhstan hopes to enhance its role as a regional transit hub and capitalize on growing trade opportunities connecting Asia and Europe. Logistics, warehousing, distribution, and related industries are therefore expected to become key contributors to Alatau’s long-term economic success.

Addressing Regional Development Challenges

While expressing satisfaction with the progress achieved in Alatau, President Tokayev voiced concerns about the pace of development in nearby Konaev, the administrative center of Almaty Region. He noted that visible improvements in the city’s appearance and infrastructure have been limited and emphasized the need for faster construction of educational institutions, government facilities, cultural venues, and sports infrastructure. According to the President, balanced regional development is essential for ensuring that growth generated by Alatau benefits the wider region rather than remaining concentrated in a single location.

A Vision Inspired by Global Success Stories

President Tokayev concluded by emphasizing the transformative potential of Alatau City. Drawing comparisons with internationally recognized development success stories such as Dubai, Shenzhen, and Incheon, he argued that well-planned cities can become powerful engines of national progress. For Kazakhstan, Alatau represents more than a new urban settlement. It is a strategic experiment in digital governance, economic modernization, technological innovation, and global competitiveness. As planning moves into a more active implementation phase, the project will face significant challenges, including infrastructure financing, investment attraction, and regional integration. Nevertheless, if successfully executed, Alatau could emerge as one of Central Asia’s most advanced urban centers and a symbol of Kazakhstan’s ambitions for the future. With strong political backing, substantial investment commitments, and a vision centered on innovation and connectivity, Alatau City is increasingly being positioned as a cornerstone of Kazakhstan’s next stage of economic and technological development.
