Malaysia & Kazakhstan Explore New Avenues for Strategic Engagement

The Institute of Strategic & International Studies (ISIS) Malaysia hosted a roundtable discussion on “The Case for Deeper Malaysia–Central Asia Engagement,” providing a platform to examine opportunities for stronger relations between Malaysia and Central Asian countries, with Kazakhstan emerging as an important partner in the discussion. The meeting brought together experts and researchers to consider practical avenues for expanding economic, institutional and knowledge-based cooperation. During the event, Qarrem Kassim, Analyst at ISIS Malaysia, presented a research note highlighting the potential for deeper engagement between Malaysia and Central Asia. The analysis identified trade, investment, connectivity, energy, digital technologies, education and research as key sectors capable of supporting stronger regional partnerships. For Malaysia and Kazakhstan, expanding trade and investment could provide an important foundation for deeper bilateral engagement. Kazakhstan’s strategic location between Europe and Asia, combined with its natural resources and growing efforts to diversify its economy, creates opportunities for cooperation with Malaysian businesses and institutions. Malaysia, meanwhile, brings established capabilities in manufacturing, services, Islamic finance, technology, food processing, logistics and other sectors.

Greater business-to-business engagement and institutional cooperation could help identify opportunities for investment, joint ventures and market access. Connectivity was another important area highlighted during the discussion. Improved transport, logistics and trade links between Southeast Asia and Central Asia could support the movement of goods, services and investment. Kazakhstan’s position as a major transit hub between Asia and Europe provides an additional dimension to discussions surrounding regional connectivity. Energy represents another potential area for Malaysia–Kazakhstan cooperation. Kazakhstan’s significant energy resources and growing interest in economic diversification create opportunities for partnerships extending across energy, technology and related industries. Collaboration could also include knowledge exchange and investment in emerging areas of the energy sector. Digital technologies offer another pathway for expanding bilateral engagement. Cooperation in digital transformation, innovation, financial technology and technology-driven services could create new opportunities for businesses and institutions in both countries.

Knowledge sharing and joint initiatives could further support the development of digital capabilities. The roundtable also emphasised education and research as important components of long-term cooperation. Universities, research organisations and think tanks in Malaysia and Kazakhstan could develop stronger links through academic exchanges, joint research, professional programmes and knowledge-sharing initiatives. The participation of experts from Kazakhstan, Uzbekistan and Kyrgyzstan brought Central Asian perspectives to the discussion and encouraged consideration of practical approaches to deeper regional engagement. The roundtable highlighted the potential for Malaysia and Kazakhstan to broaden their relationship beyond traditional diplomatic and commercial exchanges. Stronger cooperation across trade, investment, connectivity, energy, digital technology, education and research could provide a wider framework for developing sustained and mutually beneficial bilateral ties.
